Shannon L. Fagan

Shannon Fagan counsels clients on environmental compliance and represents parties in environmental litigation and administrative enforcement actions. Her current work includes representation in a cooperative effort between several dozen PRPs, federal and state agencies, and the USEPA to remediate a major river impaired by 150 years of industrial use.
Shannon previously practiced at a large law firm, where she represented clients in state and federal actions and appeals, negotiated settlement of California EPA and USEPA enforcement actions, and worked with clients to ensure compliance with a wide range of domestic environmental laws. She also counseled clients on emerging international environmental conventions and European Union directives including the REACH Regulation, the Stockholm Convention on POPs, and the EC Directive on Electronic Waste.
Shannon received her law degree from the Marshall-Wythe School of Law at the College of William and Mary. During law school she was research editor of the Environmental Law and Policy Review and held clerkships with the U.S. Department of Justice Environment and Natural Resources Division. Shannon has a master's degree in journalism from the University of California at Berkeley, and worked as a journalist and media advisor to an international environmental group before law school.
Shannon is admitted to the California Supreme Court, the Ninth Circuit Court of Appeals, and the Federal District Courts for the Central and Northern Districts of California. She is a member of the environmental practice sections of the State Bar of California, the American Bar Association, and the San Francisco Bar Association.
